HiESD was established in Hong Kong as an NGO under the Company Ordinance in 2003. It has been closely associated with the Chinese National Commission for UNESCO (UNESCO China) and the Chinese Federation of UNESCO Associations and Clubs in terms of advice received and participation in nation-wide activities. HiESD has been regarded in Mainland China as one of the regional centers of UNESCO China. Since inception, it has adhered to the objective of developing programs and activities in education for sustainable development (ESD).

HiESD is the Secretariat of the UNESCO Hong Kong Association and member of Chinese National Federation of UNESCO Clubs and Associations, and dedicated to the advancement and promotion of education for sustainable development (ESD) and learning in distinctive ESD contexts through diverse activities including training and development, technology transfer, academic and research programmes in education, sciences, technology and culture, together with complementary social sciences and humanities disciplines, encompassing urban planning, community services development, public administration and corporate governance and sustainability.

This is in response to the United Nations Decade of Education for Sustainable Development (UN DESD 2015-2014) project. The Institution is also Strategic Partner of National Industry Alliance of Smart City Technology Innovation.
